Generally it is 3 octaves, beginning with middle C and going up from there. But a flute with a B-foot can play the B below middle C and good flutists these days are expected to play up to the F two octaves above the staff. So for most students, 3 octaves, but for advanced players 3 1/2.

An open hole flute is no more expensive than a closed hole flute of the same quality level. An example is the Gemeinhardt model 2x and and model 3x There are advantages and disadvantages to an open hole instrument. The greatest advantage is that it prepares you for the higher level and professional models that are almost universally open hole. The reason that most teachers think open hole is better is because most upper level models are open holed. That said, there is very little difference between a Gemeinhardt 2SP and a Gemeinhardt 3 other than the open holes. There is a big difference between a Gemeinhardt 2SP and an Altus 1307 though -- that the Altus is open holed isn't the real difference. It's mostly a matter of personal taste. If you're going to buy the open hole model and then plug the holes because your fingers can't cover them - you might as well get a closed model. If the model you really want has all the features you want but only comes in open hole version - then you just accept that and learn. More important considerations are B foot, in-line or off-set G, split E, silver head or silver head and body... those things make a real difference. A full keys off and repad on a flute is about $100-200 if it doesn't need repairs. "just getting a new flute" in my case would be $7100. We'd have to know the value of your flute to make that decision in your case. Repad is usually cheaper and something I have done every other year.

from middle Played c, to the c that's 3 octaves above. Open holed flutes can also reach a D above that C.

Most flutes are capable of three octaves. It has nothing to do with the number of holes, but rather the angle and pressure of the air blown into the instrument.
