Check to see if it hasn't been painted shut. Run a blade or utility knife along the edges to break paint loose if this is the case.

Try a steak knife or even a metal spatuala if you don't have any razor knives. I have used a putty knife and sort of wiggled it's way around the window. You might have to gently tap it in with a hammer, though. Key is gently so you don't break the window by the vibrations- I've done that! Or, my windows have the frame where the glass is, the actual window and then in front of that is a, maybe, 1/2 thick by 1" wide strips that go around the window on the left and right sides that have screws in them. You unscrew the screws and those peices come off, making it so the window with the glass can come out. But be careful here, because some windows have heavy weights that help them to go up and down and they can be a bear to get back in. Hope this helps!

you will have to buy some razors and while you're there buy a stiff putty knife. for a double hung (they move up and down) take the putty knife and jiggle it between the window stop trim and the window, then between the window sill and the window. if it still won't open, you may have to do between the upper and lower window where the lock is. if you have crank out style windows,just go all around the window between the window and the stop trim. you may have to repeat this a few times to get the sash moving completely. once you do get it to open you should sand the rough paint down so it will slide smoothly, then rub the frames with a piece of candle or wax. now if all of this fails to get your window to open, you may need to take the trim off to get it working again, but that's another question altogether. good luck.

is it locked ? use 3 in 1 oil down sides of track-- Maybe you painted the frame to window -Use razor cutter to loosen paint. Once you get it moving rub a candle up and down the frame.. a candle on drawers makes them glide smoothly. good luck

If it is one of those window that slide up and down... make sure it isn't locked and that each side of the window is level with the other.
If it is a window that you crank on a lever and opens like a door... make sure it isn't locked and check the hinges.
