Is it ok to mount a exterior electrical panel on top of the building paper, or should the building paper be removed,so that the panel be mounts directly onto the plywood?? Thanks for your time.

We mount it right over the paper, that way when the siding crew comes in they can fit the siding right up to it for a waterproof fit.

The shutoff outdoors, it appears like through the way you're describing it, is needed as a results of area of the panel relative to the meter field (outdoors)...i have self belief it (the breaker panel) won't be able to be a lot more suitable than 5 ft from the meter field (i'd be inaccurate through some ft right here) or a shutoff is needed. That extra 2/0 twine is the separate impartial twine required on a substantial shutoff outdoors. it isn't a third warm (3-section) if purely as a results of smaller length of the cable and also as a results of the undeniable fact that is unusual (under no circumstances no longer feasible concepts...purely unusual) for there to be a three-section set up in a unmarried family members residential progression.

Well national code requires that you mount the panel to an area where it is finished and the panel is installed and wont be able to move or fall off. Your not giving enough info on the paper senario but your best bet is to make sure whatever you mount to is solid. hope that helps

don't remove the "paper", it very well could be the moisture barrier. you can put plywood on top of it , you did`nt say if your panel is surface mount or recessed. if it`s recessed it goes between the studs , surface on the outside of the siding.

if by "paper" you mean tyvek? yes , you want to keep as much moisture out of the panel as possible
