I think they used to have add on boxes similar to a cable box for older tvs. Also some cable boxes have a feature to turn on CC. I think the box I used to have on Time Warner let me turn it on in the menus.

you cant do that man, cc comes in the signal, but if your tv doesnt have the software, the menu, or whatever you call it you wont be able to see it.
my advise is simple, get a new tv or forget about the cc
