Go to P&O Ferries and follow the instructions.
Portsmouth to Bilbao is two nights on ship and I LOVE it cos I can have a drink with good food in Langhams Brasserie BUT book for the second night as it gets very busy.If you want to treat yourself try for a Club Suite--free bar!!!!!!!!!!!1

I know this doesn't answer your question, but I've done this trip. I was on the ship on its first trip to Bilbao, back in 1993.
Its a lovely ship.
Bilbao isn't much to look at, though.

It will depend on the time of the sailing as there can be about 5 price bands covering a 24hr period. If you go here http://www.poferries.com/tourist/ you can enter chosen dates and times and find it for yourself
