Email is not very reliable for such things and you don't know if they have this address set up?

Businesses are not required to respond to inquiries.

If you want to make a serious inquiry regarding a publication you want them to take on, then do what professional authors do: find out who is the managing editor over the area that publishes translations, and get a guide on how to write a professional query (this is a professional inquiry to find out if the publishing house has interest in your idea). Then address the query to them by mail.

Usually in the front of a book you will find the information you need. Most publishing companies prefer to have the requests made by snail mail, hard documented proof will get you the answers. use overnight delivery with one of the green delivery notification cards if time is a factor. Remember though they do not have to answer you. Which would be considered a refusal. Time for an answer may be long in coming. Permission is always best if you seek it first.
