yeah join the thieves guild and do all the tasks they ask, youll eventually meet him

You wont find him unless you join the theives guild and climb through the ranks until he wants to meet you. If you want to join the theives guild, raise the disposition of a beggar in the Imperial city, bribe or raise by speechcraft, and ask them about the gray fox.

you don't meet him until you join the thieves guild. If any game requires a strategy guide it's this one. You kill the wrong person and you could lose several quests.

i recommend getting the strategy guide for this game it tells you where he can be found..if u join the thieves guild and work ur way up the ranks u will meet him in the game...caution the thieves guild is highly dangerous and can get u in 2 a lot of trouble.
