Losing money at a hotel where the offer snacks and drinks in the rooms,but noone brings their slips for paying

How can we still offer this service without losing money, due to those who try to get their things for free.

Every hotel I have ever stayed in did an inventory and charged any missing items to the hotel bill, or credit card in the case guest has already checked out.

Larger hotels with Mini-bars do this. They inventory the mini-bar after the guest checks out, then reconcile it with the mini-bar inventory sheet the guest turns in. If there are items consumed but not listed, they make an additional charge to the guests credit card.
A lot of hotels have locks on the refrigerator that has the items, if you do not want the key you do not get it, and if the customer pays cash and wants the key, they are asked for a $X deposit to cover (prepay) minibar items. But then you have to run to the room and inventory the items at check out time. That can be a problem.
Have some rooms with the drinks/snacks and some without. If the guest pays with a credit card give the the room with the snacks. If they pay with cash, let them know you need a deposit on those items. I think this will work as it is creating a clear message those items are not for free. I think some folks forget about them or just say, who cares it is one coke and bag of chips.
Also like the big hotels, you are going to have to live with some items not being paid for.
