the meaning of equal opportunities is to allow every one an equal chance in being appointed to a job or to allow equal access to a public place, or basically to allow all persons regardless of race, colour, creed, gender or age the same rights of access, the same rights to jobs in fact the same rights to anything.
The value is to give all people equal value to allow all to feel equally valued and to prevent the kind of discrimination that can unfortunately still be seen in many places. It is not to allow unfair advantage to someone because they belong to a minority group or to encourage someone to believe they are more rights than anyone else simply because of their race ,gender or age. It is not to give someone an advantage to encourage them to apply to a job because you feel you want that race/gender to be seen to be a part of a company. The importance is surely that no society can consider themselves civilised while still allowing prejudice against any group, minority or otherwise.

Equal Opportunities policies are designed to make the notion of equality a reality.

If there is an inherent inequality whereby the number of Chinese managers is less than any other group for no other reason than custom and practice...additional management training for Chinese staff might well represent equal treatment in that it redresses an unequal balance.
