The speed of the falling rain is much less than the speed of light(sun rays)
While you are moving forward the rain drops that precede and elude the upright umbrella may drench you somewhere near the chest or below depending on your walking speed..When you keep the umbrella tilting slightly forward you are intercepting the gain drops earlier and your upper part of the body above knees is safe from raindrops..
When sunlight is vertical you need not keep it tilted.During mornings and evenings you may have to tilt the umbrella suitably

Very simple. It's matter of speed difference. If rain fell at the same speed as light, unbrella will be vertical for both elements. The velocity of falling rain is about 90 miles per hour and a man runs about 9 miles per hour which makes it a 10% vector from vertical. So the ideal angle of the unbrella is 81 degrees. The ratio of speed of light compared to the man running is nearly infinite that there is no difference if he's standing still or running.

Assuming they use the umbrellas for different purposes when it's rainy or it's sunny, the difference in umbrella use is explained by the difference in speed of falling raindrops and falling photons.

The rain is traveling at a much slower speed than the light. So the effects of his moving forward must be countered.

wen a man is running, air from front pushes him n his umbrlla backwards while wen he is standing ,no such force is acting.
But in case of sunrays,u shud 've mentioned the time of day.
well,if its full noon(12 pm),umbrlla shud be held vertical.
