Probable reasons:
1.Your firewall is blocking it.
2.Your anti-virus might be updating with Internet Explorer, but you have set some other browser (like Firefox or Opera) as your default browser. Your anti-virus cannot connect to the net if this is the case.
3.Your ISP server is heavily trafficked, so the connection might be timing out.
