Concept paper:
1. choose a subject
2. think of a potential reader (for example, your professor);
3. determine your objective(s) (to compare/to contrast [...]);
4. choose a statement or group of statements (= concept) you intend to discuss;
5. discussion of the concept(s), as stated in (4);
6. conclusion;
7. bibliography.

Report:
1. choose a subject and narrow it down (for example, "love" is too broad but "the treatment of 'love' in Shakespeare´s Romeo and Juliet" can be analyzed in an academic paper (about 15 pages);
2. think of potential readers;
3. state your goal (objectives): for example, "to compare/to contrast [...]);
4. analysis;
5. bibliography.

As you can see, the basic difference between the two types of paper is that in the concept paper, the emphasis is on theory (=concept), that is, you will deal with other writers' point of view. In the report, the emphasis is on the analysis (= your analysis, that is, your point of view).
