No 220 outlets are physically different than 110. A stepdown transformer with adapter plugs is needed.

Look at the ratings printed on the power supply. It it says something like, 110 - 240 V, 50 - 60 Hz, there's no problem. Just use the proper plug adapter so the plug will fit. If it says something like 120 V, 60 Hz, no, it will only work at about 120 Volts. I loaned my PS2 to my sister (she's playing Guitar Hero) so I can't check it.
