Mmm It is usually caused by bad circulation, try getting a stress ball and squeezing it when you have spare time it should help.

My hands get really cold, but not blue. I would suggest seing a doctor because blue hands is not a good sign. And atmy school many people wear gloves and its ok (and i live in california!!) so don't be ashamed to wear gloves.
In terms of keeping them warm, do the gloves or keep them in your pocket. Also, I've seen little plastic bags that contain warming crystals that keep your hands warm when you move them, altough i am not sure where they are available.

Try to hold your hands up level with your heart.
See if this helps to get your hands back to a more normal color. Do you smoke?
You should see a Dr. in case you might have some circulatory issues. There are hand warmers that may help keep your hands warm

You need to see a doctor. If your hands are turning blue you may have some problems with your blood circulating properly or you may have a small blockage that can be treated. Good luck

Unfortunately, keeping your hands warm one way or another is your only option.
Now, I don't know if this will help. But you might try exercises to strengthen your hands and hopefully improve your blood circulation there. And maybe an influx of warm blood will help.
Good luck!

i know a few people with ur problem, if its really bad you might have reynards, basically you have poor circulation+the doc might b able to help. just keep the rest of ur body toastie and when poss just have a walk around to get ur body moving. Obv realise thats not so easy when ur stuck in school!

Just a wild thought - might it have something to do with the blood flow? When you're washing your hands, maybe the thing that's helping is the warm water - it starts up the flow better?

You may have Raynaud's syndrome, which is a circulatory condition where the extremities turn blue when exposed to cold.
