Yes it is a transition word, under subordinators. These are words which combine clauses to create complex sentences. Use a comma after subordinators.

No, transition is passing or changing from one place ,condition,etc.to another. You can transfer a place but you can not during a place. You can say during the transition ............ But, you can not say during the during..................During is sometime within.
