If you are sure it is DVD-RW disc and not a DVD-R disc then go on my computer (Windows XP), right click the DVD-RW drive icon and click "Erase this CD-RW" (CD-RW is a generic term for both formats DVD and CD).

The wizard should then come up asking if you are sure. Confirm everything and then it should be erased.

If this fails, DVD-RW discs are relatively cheap, and if you don't want people to get the data on the disc, get a pair of scissors and score the hell out of it before binning it.

You have a RW (read Write) DVD. However, is your CD re-writeable?
