A plastic jar stuffed with cotton. The plastic of the jar will absorb a lot of the shock of falling, because plastics are somewhat elastic. If you're not allowed to use a jar stuffed with cotton, the best alternative is a container that has a parachute attached, so that it is falling very slowly when it hits the ground.

To keep the shock from breaking the egg you need a container that will not allow the egg to break (stuffed completely full with some packing material) or the container needs to absorb the shock. Popcorn (without the butter makes less of a mess) is a good packing material because is cushions the egg but the kernels can break apart a little to absorb the shock of the fall.
