The speed of light is constant.

From water to air, light bends away from the normal (ie comes out closer to the water's surface) due to a change in wavelength.

When light passes from a substance of higher optical density to a substance of lower optical density the light is refracted a larger angle relative to the normal.

Also, light speeds up when it goes from water to air.
