It's both what you've got and what you do with it. It's both what kind of computer do you have and also what programs and data have you loaded on it?

From birth to age 22, there are a couple of critical periods of brain development, the most important of which are in the frontal lobes. Around age 8, then again during adolescence. What happens is the brain spontaneously develops a very dense "forest" of brain cells. But then, this is followed by a period of "pruning" when the cells that aren't being used are allowed to die back. It's as if the body knows lots of brain cells are needed, but if they aren't being used, it's better if they aren't in the way.

So if a kid gets heavy into learning how to think, associate, learn, problem solve, evaluate, imagine, decide, etc. during these critical periods, he or she will end up with more brain cells to work with. Translate that into thinking power, i.e., intelligence.

So...both inborn and developed by practice. The sad thing is, these findings haven't made their way into to the schools...teachers aren't aware of these critical developmental periods.

Intelligence is inborn 75% and acquired 25 %.
Nutrition and environment and education play a very important part in the development of intelligence.
If a child does not get good nutritive food from birth to 10 years, then the brain does not develop properly.
The child will retain his intelligence and develop it further if the parents bring up the child with love and care.eg. A child can learn 4 languages at the same time when he or she is young, from age 2 to 8 .years.
The school where the child studies lays the foundation of the future education. The school and the teachers play a vital role in the development of the brain.
The near relatives like grandparents and aunts,also help the child to retain and develop the intelligence by their behaviour and teachings.
Good food a healthy lifestyle and a safe and happy environment helps the child's intelligence to develop.
If the child is not given a healthy diet during childhood , the child will grow up with many diseases and the brain will not develop, If the child is not given schooling or taught discipline and the atmosphere at home is not good where parents are quarelling, the child's intelligence will not get a chance to grow, on the contrary it will shrink.
Intelligence is inborn 75% and developed by practice.25%.

Intelligence can be genetics or just your own strong will power it depends on how you want to look at it. I have inherited some of my mothers looks and some of her talents just from growing up as her child. For example it's just natural that if your around a family that all love hockey and play hockey that you may play hockey to. At the same time you have to keep in mind that your interests always tend to be different than those of the people around you and everyone is unique. So whether your good at the subject of Science for example or not you can always use your will power to develope your own unique sense of intelligence in that perticular subject. People excepted intelligent as inborn but doesn't reached for recognition because such person gets acid test from every angles thus gets spoiled. Recognised intelligents is half man made because they gets the readymade preparation,required only practice.Practice makes a man perfect but not intelligent.

both.every body is born with a certain amount of intelligence(some more some less)it is what u do with your intelligence matters
some people are what u call born intelligent however it is of no use to them if they don't practise . intelligent people who are unable to capitalise on their intelligence are at the same level as the not so bright ones. The world does not care how brilliant you are inside all that matters is how u perform, which can only be improved by smart practise
also people with less intelligence can compete with toppers by doing hardwork. there is nobody who succeeds without putting in practise.

There has beed a debate that has been going on for years called the nature/nurture debate. Basically many people reckon that personality traits such as intelligence are inate(we are born with them) However other theorists think that it is all to do with environmental factors (How we were brought up) there is no correct answer to this even though theorists form both sides of the argument come up with good cases of evidence of research, unfortunately they just cancel each other out.

Intelligence can be honed through practice. Intelligence is inherent. But if you do not exercise your brain, your ability to think; to reason is lost. Everyone is born with intelligence, but at the start when the brain is trained to think correctly, intelligence grows. With that intelligence, knowledge is acquired. Knowledge is the spice of life.

Some body can develap by practice only when he/she got inborn.

That really depends on what you mean by intelligence. Most useful definitions are to do with aptitude for a specific task or set of tasks - this is in my opinion a product of innate ability, effort and quality of education.

Innate ability is hugely important, however using it is equally so.

There are 8 different types of intelligences. (Research Gardner's Multiple Intelligenves) I think it depends on your personality and learning style.

Knowledge can be gained. But knowledge is different than intelligence.
