I had exactly the same problem with Norton AntiVirus 2005, it would not uninstall and went beserk when I removed Liveupdate and took it upon itself to reinstall it. Luckily, I had created an image backup of the hard drive and so I restored back to this image, but this didn't work either.
I can say try booting in safe mode by pressing F8 while booting. You could also try a removal tool.

If all else fails, the best thing to do is back up your data, reformat and reinstall Windows. If like my computer, Norton is integrated as part of the factory configuration, do not install it, just leave it.
A good replacement AntiVirus software is AOL Active Virus Shield, unlike Norton this does not crash and burn your computer, it is very fast at scanning, it is powered by Kaspersky, it came joint top with Kaspersky in a recent consumer test while Norton didn't make the top 10 (Norton 2006 came 22nd!) and.... IT'S FREE!!

Go to start menu/ settings/control panel.
double click on add remove programs
scroll down until you find norton on the list
clock on it and select the remove option
it will completely uninstall norton from your computer ....
But why would you want to delete norton?

How do I completely uninstall Symantec AntiVirus?
Problem: The solution to many problems with Symantec AntiVirus is to completely uninstall Symantec AntiVirus, then re-install. You can use these instructions to completely uninstall Symantec AntiVirus.
Solution: In order to completely uninstall Symantec AntiVirus and all related components you need to follow these instructions.
Note: This procedure will remove all Symantec products, not just Symantec AntiVirus.
1. Click on Start | Settings | Control Panel
2. In the control panel double-click on Add / Remove Programs
3. Look through the list of installed programs for any item that says either "Norton" or "Symantec" or "LiveUpdate". (for example "Symantec AntiVirus Corporate Edition" or "Norton AntiVirus 2000")
4. For each "Norton", "Symantec", or "LiveUpdate" item, select the item and click Add / Remove. Follow the instructions, and click Yes or Yes to all when prompted.
When you are done there should be no items in the list that say "Norton", "Symantec", or "LiveUpdate".
5. Click OK to close the Add / Remove Programs window.
6. Reboot your computer if it hasn't already automatically rebooted.
7. Delete the c:\Program Files\Symantec AntiVirus (or c:\Program Files\Norton) folder.
8. Delete the c:\Program Files\Symantec folder.
9. Delete the c:\Program Files\Common Files\Symantec Shared folder.
If uninstalling Symantec AntiVirus using Add / Remove Programs does not work, you can use the directions on this Symantec website to manually remove all elements of Symantec Antivirus from your computer.
Once you are done with these instructions, you can download and re-install Symantec Antivirus. Downloads are limited to Cornell students, faculty, staff and affiliates.

You need to make sure that your user acount has administrative priveleges on your PC to remove Norton. You may need to stop all of it's processes/programs before uninstalling.

Like my namesake says, use symantec's own removal tool. It can be a bu**er to remove otherwise.

go into programme files and delete it then delete from add and remove programmes then you may have to restart.
