Tom Brady would have to be the best active quarterback. College is Brady Quinn, He knows how to use his team unlike most of the rushing QB's that will fizzle out in the NFL.

Peyton Manning is the best pro quarterback despite his team not winning in the post season.
Brady Quinn was the best quarterback in college last year. Don't underestimate him. Remember Notre Dame's defense sucked and he had to win games all the time with his arm.
