The games that appear in newspapers always have one solution because they verify with a computer that only one solution works. Yes, you can certainly have puzzles with many solutions.

For some puzzles, you MAY be able to delete one number and still have a unique solution.

As for puzzles with multiple solutions, this may be as simple as being left with four boxes in two rows and two columns, each of which can be filled with the same two possible numbers. Another way to get multiple solutions is if the starting position uses only 7 of the 9 numbers at least once. For the two numbers not filled, they can be interchanged and still get an answer.

It depends on the level of difficulty. For an easy one you can del te one or several numbers and you'll still have only one solution. For harder ones they give you the minimal information. So if you delete one number you could get several solutions. But the rule of the game so far is to give a grid with only one solution.

By convention, a proper sudoku must have a unique solution. I you suppress a number then very probably multiple solutions will be possible.
