a few thousand people in the county have a set top box which records what they watch, I am pretty sure that the box gets programmed with how many people are watching and maybe their age, but I could have made that up... The figures get multiplied to get the national figure which I think is crap as how do they know that 12 million people watched a programme? maybe only the people with the set top box did...

They just make the numbers up ,how can a few people canvased speak for everybody they say 3.5 million watch "Big Brother" but most people you ask say they never watch it.!!!!!
