Scary, but very true... but that figure of 40% is way more than the true figure... I believe that only a fifth or less of the actual population allowed to vote, actually voted.... so more like 11 % of voters running the country is more accurate !

The Electoral College runs the real voting process. The citizens voting is actually like us suggesting who THEY should vote for. It is rare but Presidents have been elected by an Electoral vote and not a Popular Vote.
