Generally, people are looking into these three areas:-

resources allowance
price
Priorities may defer from one to another, some people may think having Gigs of space is the most important factor, some may want zero second responses time while some may want 10cent/yr hosting account.
I would consider having a balance between resources and price tag and proper answer and reasonable response time to support requests should make it to a good web host. Ultimately, you would want someone who knows how to take care of the server issues and understand what your support request, and be able to advise or help you fix the issue, it make no sense when having Gigs of space, zero second response time and dirt cheap hosting fees but your website is down with support staff not knowing what to do with your request.

bluehost has been the best I've used or come across. They have very affordable packages with lots of great features including a lot of space and email accounts.
Not only do they have some great packages but I've found there Customer Service is unbelievable. They're extremely helpful and responsive when you have a question for them.
I've used a few different hosting company's and I've settled in with bluehost and will continue to use them for all of my sites.
