God designed the nature of physics. So, that is the ultimate origin.

...but.... Who, When and Where were the natures of physics first described best? ... My answer favours:

Sir Isaac Newton. He was probably the most influential person in all of physics we know today. From a website (referenced below) Here are the three laws of motion Isaac Newton came to realize:

"Newton's Laws of Motion describe only motion of a body as a whole and are valid only for motions relative to a reference frame. The following are brief modern formulations of Newton's three laws of motion:

First Law
A body at rest remains at rest, and a body in motion continues to move in a straight line with a constant speed unless and until an external unbalanced force acts upon it. That is, an object with no net force acting upon it has a constant velocity.
Second Law
The rate of change of momentum of a body is directly proportional to the impressed force and takes place in the direction in which the force acts.
Third Law
Whenever A exerts a force on B, B is simultaneously exerting a force of the same magnitude on A, in the opposite direction. "

He also pioneered many advances in optics and the Law of Gravity. He is also the one most credited with the invention of Calculus.

Initially, it was all metaphysics that shaped the explanation of events. In those eras, inner perfection of the proposed theories/ explanations of events and even external confirmations were confined to be resoved by distributive logic - branch of philosophy: schools of thoughts settling issues in clubs, warring coffee tables, etc.

Later, rather slowly, mathematics became more pronounced tool for both expression of theories, and even confirmation thereof with better instruments, which were designed by wordly logic+ maths hand-in-hand. Now it was difficult to confine Physics within metaphysics, hence the origin.
