Becoz con is a reserved word. Its a word with internal file name.Like when u give copy con command in Dos it creates file name of con which is invisible to user.So u cant create con name folder or file.

the con is used by console... so u can not create file with the name con..
e.g.
c:\> copy con abc
this commands copies what ever you type on console before pressing the escape character (^Z) to the file named abc.
