Yes. Call Human Services or Crimestoppers right away. Tell them honestly you're getting the information second-hand, but this is too serious to be ignored. Let them conduct the investigation -
The daughter is not really protecting her mother by perpetuating the illusion of a happy, normal home. She is really only protecting the criminal....
Act swiftly. You can report these things anonymously....but do get the experts involved immediately!

I wanted to become a nun when I was in my late teens, Mormonism didn't doe anything for me. Then one of my co-workers, at the time, asked me how Mormonism was different from other christian beliefs. I didn't know and I realized that I was being a hypocrite. I got a bible, with a reading schedule, and read it, then I read the Book of Mormon, and the Pearl of Great Price. It took me several years to delve into the Doctrine and Covenants. By that time I had moved into a city where there were anti-Mormons, and I purchased their books. I compared the information in them with the Church and came to realized that the critics of the Church were all spewing the same stuff over and over again, and it had already been addressed. Since then I've learned that the critics always twist the truth so it sounds crazy and I've found that ex-Mormons seem to gravitate to this stuff to the point of believing it over any other evidence to the contrary. One of the things I found that really help me are the round tables on BYUTV. They are put on by professors of religion at BYU. Even the Bible ones are very interesting. And it is how I was finally able to read the Doctrine and Covenants. You should try it. Just go to BYUTV and search for round table. Very good viewing.

Both you and your sister have a responsibility to report this to the police at the very least. If you don't feel comfortable doing this then make a call to your local health and human services office and file a report with them. Health and human services cannot give out the identity of anyone that files any sort of report in regards to abuse cases. If they cannot help you in this matter then they will most surely be able to guide you in the right direction as to whom you should report this abuse to.

u should step in and take legal actions coz its a great sin,plz do somthing for this little girl,this man is destroying her future life,she never would be able to tell these to anyone and suffer forher whole life,
one more thing if u like her then u should go ahead with this relation coz u r veryyoung nowand one day u would realize the importance of the age difference,and ur 's is the best to make a couple,may nowit seems she's too yaoung but in future this would be the best pair,

get involved! if you're sure that both girls are telling the truth how can you not? tell your parents and see what they say. tell the police. and tell that girls mother! i'll bet if she knows this , the prospect of another divorce would be a good thing. just make sure that this is real!! there have been alot of kids in recent years who have made things up just to get back at someone or just to see what happens. thats not to say that is whats happening here but you really need to know for sure before you proceed with anything.

I am all for this pervert being turned in - this is sick what this man is doing.
Be careful - if the girl is serious about turning the guy in, this will work. If she isn't, and someone else calls Social Services - it could tear her whole family apart - AND the guy won't go to jail, he will be free to torment other girls.
Can your sister convince her friend to go to the police herself and get protection until her step dad is in jail (because that IS where he will go once she turns him in)
And the mom will just have to deal with her bad mistake.

Report it immediately, if possible to the mother, as this is a family affair and let them decide if they want to escalate this to the authorities.
Theres no point to keep her mother blind just to make her happy, if in one instance the mother caught them doing this act, do you think she will believe your sister friend is not doing it also in purpose.
Five years of her life is already ruined, please dont add any more, get her life back.
And for the father, let the mother and daughter decide if they want to press charges or separate ways.

OMG!! That is horrible. I think you need to definitely tell your parents or someone at school so they can further investigate on these allegations. If this is true, that man needs to go to PRISON where he can wake up with his inmates penis inside of him.
PLEASE tell someone. DO NOT ignore this. I was sexually molested and abused when I was younger and I wish someone would have stuck up for me.

Oh dear this is a BIG problem. Talk ASAP to a pastor, school conselor, or someone like that. This poor girl...you may be hurt by helping her but you have to help.
