dampproof membrane, needs to go across the floor and up the walls, any joints need to be sealed thus creating a Tank.....you can batten the wall first and then counter batten ensuring for a full seal you add sealant to the top fixings, I am presuming you are wanting a dry room, plasterboard onto the counterbattens, jointing tape or scrim ,finish as desired

It sounds like your cellar is flooded, unsupprising with the recent bizar weather, anyway, I had a problem like this and I got a pump and sorted the problem

waterproof sand and cement mix plastered on all walls and a waterproof membrane under the concrete floor
