To clean cement stains you use muriatic acid ,sold in any hardware store,dilute it with water and wear eye and hand protection,it has a very strong odor...caution.

Can be clean with muriatic acid, stinks bad, scrape it off care fully , do not recommend, if on the outside of the house, loose water proof layer.

Just scrap it with the scrapper but make sure that it is not making any scratch on the surface
