Yes... Shouldn't you have an adult assisting you though? I'm old and wizened and I wouldn't have been safe if I had gone to Amsterdam unaccompanied when I was 16. I guess you're gonna want to go all the fun over 18's stuff... that's when you are vulnerable.

Of course you can book there with the cash up front... but you might promote suspicion if you look young for your age, especially if you pay with cash... maybe go in with a random adult looking over your shoulder, pretending to be a parent or something... ooo, this is fun, I feel like a spy...
