After you beat Raquazza, head to Wishcash pond, your partner will ask if he can go too. Say yes and talk to the stone, you must be the leader of the party and you'll evolve. You can evolve others by going to their friend area and selecting, 'become leader'.

well i only know how to evolve them and to evolve them you needto complete story mode.
