Honestly, for an undergraduate degree, pick a university in the area you want to live. It really doesn't matter where you do your BA or BSc, etc. What matters is how you apply yourself while you're there. Choose a school that has the qualitites you're looking for. Class size, faculty experience, price, services available to students: these are all things that will help you narrow your choice. When you get to the point of applying for graduate school, that's when you start comparing school's reputations.

While fleurpixi is right, if you want to come into contact with some of the best mathematical scientists in the country then try to get into the University of Toronto. If you do decide to go on to graduate studies then being acquainted with some of those professors will be very helpful to you.
