As far as I know:
1. I'd say only in UK
2. You woudl get charged of go over 250, but do have option of buying more.

Your 250 minutes are wi-fi minutes, sep to you bb talk a/c.
if you are on bb talk evening/weekends all your local/nationals call free for up to 1 hour per call (Monday-Thursday 6pm - 6am, Friday 6pm - Monday 6am).If you go over an hour charged at 3ppm
it on bb talk anytime the 24 hours free local/national calls up to 1 hour per call..................
You ashould get a registration type email for your wi-fi minutes within 28 days of activation.
I think above is all correct but best check.

it would depend on your isp provider click on your account on your task bar and you should be able to find out
