The U.S of A.
Most Countries have a conviction rate of between 80 to 90 percent, and the criminals know they will get caught.
In the U.S.A., the conviction rate is like 1 out of 6, and the prison population, and parole, probation rate is like 1 out of every 7 Americans.
The US spends more money on incarceration than it pays in health care coverage for medicare.
That's something to consider, ain't it?

Anywhere south of the U.S. border has a huge problem with crime. Gangs, drugs, etc. are all terribly hard for their under-funded police and military to deal with.

The Big Three in violent crime (murder, rape, aggravated assault and robbery) are South Africa, Russia and Columbia. USA is in the top 20 though.

Keep in mind they're rather old. Murder rate has gone up in South Africa, Russia and Estonia in the last five years.

depends how to define crime. If hurting peoples feeling, ignoring human values is a crime then definately no one can beat USA. If you are talkinh about violence out of hunger, poverty as a crime then it is some AFRICAN country for sure.
