The way sounds are produce are from vibrating flaps of skin that exist at the base (I am not 100% sure on the anatomy) of our neck ish, of our trachea. We as animals and mammals learned how to manipulate the wind that we blow through our pipes to vibrate these flaps and turn them into communication. For some reason or another humans excelled greatly in this part of evolution. Why? who know really. Regions of our brain contian programable cells that encode our communication capabilities(talking, listening, thinking..etc.....). Essentially they are able to remember and understand sounds, pitches, expressions, and logically understand it. AMAZING! truely. We understand and speak at a fastenating rate, which is controlled by regions of the brain that have evolved that advanced. The exact mechanism and proteins, cell types/regions of the brain, i do not know, but check up wikipedia or google for diagrams and better explanations.

As a child we start producing sounds, we are rewarded for producing sounds that are similar to those the adults around us are making. So we strive to make more of those sounds, when we do we gain more rewards. Then we grow to a age that we seek more of an understanding of our world, so we ask questions and develop the vocabulary.

I think that is what you wanted.

there is a speech center in the brain which coordinate the actions of other organs.. speech is produced by the vibration of the vocal cords and further enhanced by the action of the lips and tongue.. they understand us because we have a higher center for learning in our brain.. its actually a complex process involving certain areas in the brain that processes the information.. it involves our sense of hearing, sight etc.. you might want to read a physiology book for it..
