I amy not understand the question properly but I am assuming that the important word in this question is "routine". We all have routines for getting places and it involves the shortest/ most convenient/ safest etc way of reaching our destination. I do believe that it is necessary to vary routine especially for young people on their way to and from school to avoid being followed or tracked by someone whose intentions may not be honourable. Obviously the aim is to reach home safely and in the safest manner.

I think it's to signify the end of the school day so that the children get used to structure and routine in their day, maybe with the aim of creating a sense of security?

If you have a reason question is not stupid. Its high time you asked, 'going home' is returning to roots, just where you started to look the distance covered and to assess the worth, resources spent. School is were to learn and it is to be used for bettering 'home'. Enjoy 'going home', welcome to school after assessing your worth.
