with a screwdriver prize off the centre cover of the steering wheel and you will find a big nut in the centre of the wheel, just tighten it up and replace the cover

you sure the rack is good? i had some interesting experiences on roundabouts in a rover a few years ago. Every so often the rack would jump a tooth. An admirable quality on a clown car; less useful otherwise.

I dint think it is your steering wheel what is loose ,it could be your rack and pinion ,take your car to the garage and let them check it out ,for your car is not safe to drive at the moment
