I am a law graduate from UK and have been working as investment analyst *** broker for 10 years in Malaysia. My wife is a HR manager in a PLC. We have 2 daughters. We have gone through the Assessment Test and passed but we are not certain whether it is for Visa or PR application. Some said PR some mention Visa only. I have checked many websites for jobs but majority are for "residents". If we apply for working visa, should we get a job first or should we apply visa first? Without a job, can we obtain a visa or even a PR? If it is PR, can we apply government jobs upon granting of the PR or do we need to wait for a few years?

It is not clear from your question which country you wish to find a job. In general, it is much easier to find a job when you are in the country in which you want to work. You can get a temporary visa to visit and look around. A green card, at least in the US, will allow you to stay for an extended period of time. I don't know about other countries. I would check with a consulate for the country in which you wish to immigrate and ask them the steps you need to take to achieve your objectives. They should have all the information you need. If you don't have a consulate in your area, I am sure you can find one in your capital city. I would think you could find the address by doing a search on the Internet. Good luck.
