Iwant to avoid digging up the concrete if possible

I own a concrete company and come across this often as I lay them.
there is no way you can leave down the tarmac, having said that its not so bad, you will have to dig up the tarmac with a kango,skips the tarmac, and road stone your drive and whacker plate it... otherwise known as road stone... mot...!

By 'Tarmac'. I am guessing you mean asphault (the black road stuff)...
For sure, you can cover concrete with asphault. The paving company may want to scrape the surface first, in order to have a "tooth" for the asphault to grab the concrete surface and hang on to it... much like sanding before paint to allow the paint to adhere to the previous finish.

yes with tarmac but watch who you get to do it
