I'm not saying the US is the wrong answer, but without facts in front of me, my best educated guess would be China.
They have just unveiled a hot new fighter jet, are working hard on building a first class navy, an huge army (even at their wages, the payroll has to megaHuge) and have the advantage of selling their old stuff to any third world nation that can pony up the money (giving them more capital to put in arms developement).

The United States spends by far the most on weapons of mass destruction. They spend trillions on arms.
The US has bombed more countries this century than all the world put together.
They then have the audacity to tell the rest of the world that they are doing it all in the name of democracy and freedom.
Bullsh#t. Makes us all sick to the stomach.

About 470 billion dollars is spent by the USA. Shockingly this does not even include spending on the wars in Iraq or Afghanistan which are funded by different schemes.

they make and sell billions of dollars of arms every year.its big business for America.and millions of jobs depends on the arms
trade.and the uk is also one of the biggest sellers of arms in the world.
