Firstly keep yourself well hydrated.....drink lots of water.
You could prepare a mild scrub for your lips by mixing a small amount of Vaseline with granulated sugar. Scrub your lips gently for about 30secs or so and then wash it off with warm water. You could do this once a week just before you go to bed. But no matter what kind of lip scrub you decide to choose, never use lip scrub if your lips are already chapped or you have cold sores. In that case, applying Vaseline regularly until your lips heal completely would help. Also applying Vaseline regularly will help your lips retain moisture and keep them looking full and shiny.
Don't forget to smile though!!!!

Great question! Go to your local vitamin store: GNC, VitaminWorld, etc. and get a 100% Vitamin E stick. It's shaped like lip balm and works naturally and amazingly. I have naturally large lips and use it every night and on cold days. It will completely cure chapped lips, etc. and give you a naturally shiny look.
I believe they sell it at the BodyShop at a reasonable price too.
Good luck!

There are so many ways, traditionally used in ayurveda is sweet almond oil. its great for dry and chapped lips and it works out a lot cheaper. you can mix it with a few drops of tea tree or lavender oil if your lips are in pretty rough condition. But if you are going out on a date or something, then PROBABLY the best would be vaseline or a product like that. Just because it quick easy, and you can put it in your bag! (very discreet, they'll never know!)

try to put on lip blam. I didn't want to wear lipgloss all day because it can easily come off. Lip blam is long lasting and if you apply it its okay if you miss because it goes in clear. To make it a little pinkish bit you lips for a little bit.

I like carmex (no I don't have cold sores) I just like the way it tingles when i goes on. and it is really easy to buy you can find it in almost any convenience store for about $2 just make sure you get the squeezable tube and not the balm or the chap stick because they don't work the same.

Break a vitamin e oil capsule and apply the oil on your lips just like you would apply any lip balm. Trust me, it works, and it doesn't rub off quickly like vaseline.

lots of water is important, try using a soft toothbrush on your lips very gently and apply Vaseline or any other lip balm, and refrain from smoking & caffeine related products also.
