The University of Western Ontario may be the place for you. At minimum, contact Western's academic counsellors who can help you out. Contact Donna Moore, Academic Counsellor..(great lady by the way!!) http://www.uwo.ca/cgi-bin/dsgw/people.pl?mode=details&info=uid=dmoore,ou=People,dc=uwo,dc=ca

Although you checked out U of T - the grad department here (I'm a student) only pertains to U of T proper. OISE has a seperate department (I work in the development and neuroscience lab) - look for the website and find the right department and inquire. I'm almost sure that they offer a part time program for counselling psych. Usually in working towards a Masters AND PhD, my colleagues first apply for their Masters, and then in their second year state theri intentions to pursue a PhD as well (it's easier apparently and quite natural for most).
