As you have mentioned Self Assessment I assume you are from the UK.
Do you have any employees? Are you in partnership with anyone else? If the answer is no to both, you can just use your NI number and fill out the SE pages (orange form).
In any case, you said you have just started self-employment. Do you even have to do a SA return for 2005/06?

I am not sure about anywhere except Texas and everyone who sales items for profit must have a tax certificate and you can also use it to buy items for resale without having to pay sales tax at the time. If you were to go to market and buy wholesale lots, for instance, you would be charged the price and no tax, etc. Try doing a search on your state sales tax and I am sure you will find something. Ask anyone you know who has any kind of business in your area. You may be near an office that can issue a tax number and it is based on your social security number. It will probably be issued from your state offices in the capitol of your state. Texas state offices are in Austin.

If you are not resident in UK, you are not liable for tax here - you are liable in the country where you are resident. If I was you, I'd get an international tax lawyer to calculate which country it is best to pay tax in.[Last time I used an international tax lawyer, he saved me tens of thousands of pounds]. While you are a sole trader, your business and your personal income, expenses, and tax are the same - you cannot separate them out. So you can get the self-assessment forms online and submit them online, but you do need to have an address in UK, as they will send you the online id and password by post.

Not sure what you mean by "self assessment" but your tax id number for your business is your social security number. Unless you hire employees, or have to file state sales taxes, you do not need any number other than your social security number.
