I ask myself the same question,though there is one movie were I thought the sequels were just as good, Star Wars. For me even dead man's chest is not quite as good as the curse of the black pearl.

No filmmaker intentionally makes a "bad" sequel. The reason that many sequels get made is because sequels are proven money makers. For example Pirates of the Carribean: CotBP was better than Pirates: DMC, but Dead Man's Chest made more money and the next Pirates will make more money than DMC most likely. It all boils down to cold hard economics.

I think a lot of the insisting comes from the studios, not the filmmakers as such.
If you check the credits on a lot of bad sequels, very few of the important creative people (writers, directors, cinematographers) have signed up for the second go.

It's a form of brand-marketing. In fact these sequences of movies are called franchises.
If the first one earns enough profits, then the studio heads want more. They try to duplicate the process because they want to duplicate the financial results.
Anyone creative knows that you can never do things the same way twice. If a work is damaged or lost, the new version will either be inferior or different. That's just how the process works.
But that's not what block-busters are about.
So where do you choose to spend your money?

The are capitalizing on the popularity of the original. No matter how crappy the sequel is, people who liked the original will buy a ticket.
