farmers are the most deprived and under privileged class of people in India. Thier life and fortune directly depends upon the monsoon.
The farmers are doing so badly for reasons beyond their control and they need to be supported.Goverments started giving free power to farmers either to help the farmers or to please them to get their votes.
Farmers problems are reduced a lot beacuse of free power.
Regarding water supply for irrigation different satate goverments are fighting each other for equitable sharing of river water and a solution acceptable to all concerned is difficult to achieve. Governments as well as politicians are unable to solve the water problem neither for drinking nor for irrigation.

It sure is a gimmick-in another way though. Free water doesn't carry much weight. We can dig a well or a bore-well in our own home and get water, tough purity isn't high. Electricity is a state subject and generally government owned or even if this is private generation, this is chargeable.
Well, free electricity is not in every Indian state.

supposedly the reason we subsidize the food industry is so that cheap food floods the world market, making it impossible to make a living growing food in third world countries. This destabilizes them, especially if they initiate a war we do not support.
oops, that is just the U.S.
