Really good top players such as Federer and Sharapova etc. do not participate in doubles, why? Some pairings are very random and seem as if they were just plucked from a hat.

the players decide themselves.for example hantuchova was interested in pairing with bhupati so she contacted him or maybe his agent and since they both agreed they partner each other for the grand slams.they generally stick to one partner for 1 season in mixed doubles,but in mens and womens they mostly have the same partner for more than 1 season.

most of the top players like federer dont participate in doubles cos they want to concentrate on singles and dont want to waste their energy in doubles.

The playres just ask one another. Normally friends on tour will play together. Top players such as sharapova and federer don't play doubles because they want to use all their energy on singles.

The players get to pick their own team mates. Like Martina Hingis and Anna Kournakova, she chose each other!

Its the players own choices. The top pros just prefer to focus on their singles play.
