Both Pele (Brazil) and Held (Germany) scored in the 15th minute of games that kicked off at 19:30 on 12/07/66
As to which of those was actually first, as far as I know that's not recorded.
NB: The answer below only relates to the Brazil game, not the whole tournament, I could probably find a similar report stating Held scored the 1st goal of the Germany game.
Neither would prove who actually scored the 1st goal.

Pele of BRAZIL scored the opening goal of the 1966 FIFA World Cup 1st round Group 3 match against BULGARIA on 12 July 1966 at Goodison Park in Liverpool. he scored the goal in the 15th minute as BRAZIL won the opening match 2-0.
there was a match being played a day earlier between host nation, ENGLAND & URUGUAY in Group 1 but it finished goalless.
