Physical phenomena in the Universe is being explained by what we call as 'Modren Science'. But it turns a deaf ear to questions such as what is the pupose of being born? Why do we die? etc. Does modren science think an infinite number 'chance' activities like these co-exist with phenomena explainable by LAWS?

Why are there no laws governing birth life and death?
Well first you have to define what you mean by 'laws'
a few definitions are:
14. a rule or manner of behavior that is instinctive or spontaneous: the law of self-preservation.
15. (in philosophy, science, etc.) a. a statement of a relation or sequence of phenomena invariable under the same conditions.
b. a mathematical rule. 16. a principle based on the predictable consequences of an act, condition, etc.: the law of supply and demand. 17. a rule, principle, or convention regarded as governing the structure or the relationship of an element in the structure of something, as of a language or work of art: the laws of playwriting; the laws of grammar.

If you go by the definition on #14, which is just about the only one you could go by, well we instinctively are born with the desire to survive (self-preservation) and to continue surviving we have to continue to give birth, so that's built in. In order for the place that houses us and helps us to survive (earth) to continue to be useful to us, we can't very well live forever or we would become too many for the earth to help, so maybe that's why we die? There is no strict law to birth, life or death because we are individual entities and we make our own laws based on what we feel we need to survive. We are not the Borg.
You are asking questions that are psychological or philosophical (i know i don't spell good) not scientific, so there aren't really any hard and fast laws because there are too many variables. Modern Science doesn't turn a deaf ear, but it's purpose is to explain how we are born, not WHY. This is where you are confused, i think. The only "why" Modern Science can tell you about is the why as in how you came to be pregnant, or how you came to be born. Why was i born? Because A was inserted into B, causing a chain reaction in B's body (another chapter) etc.
We each have to figure out why we're here, or what our personal purpose is in life, and THAT's part of the only Law that explains your existance.

Probably Law of karma/spirituality is the answer. Whatever we sow, we reap. The purpose of human life is to realise God. People will be born again and again, till they realise that everything is God.

I guess that the modern science presently cannot describe these laws.However I guess that it is coming close to the philosophy.

Seen this way, consciousness does not arise from the laws of physics, but rather the observed laws of physics exist because of consciousness.

The modern science has still to answer these questions. The laws change when there is a proved contradicting statement. Laws are made when certain favorable conditions occur simultaneously.

its called religion, the missing link. but scientists know there is no way to prove it so they turn a blind eye and say its false. god made the laws, and god say when we live and when we die, and god plans out lives out for everyday of our life from the moment we are born till the moment we die we have a destiny to for fill.

the modern science does not provide an answer to all our innerquestions - of our subconcious mind - we have to seek the answers from - ABSTRACT SCIENCE - which we have to experience and understand - seeking the answers from the spiritual studies.
