a neutral piece is attracted toward charged body due to induction

as when a charge body is brought near uncharge body say charge body have +ve charge on it it will attract -ve charge of uncharged body towards itself and opposes +ve charge hence a new charge distribution happen on unchaeged body which sums up to 0

hence electrostatic force is only poosible b/w charged bodies
